Fresh Produce Assistance: Common Market Program

Precinct 4’s Common Market initiative distributes free fresh-produce boxes through participating community centers, including Bayland.

The published process uses registration every other Thursday, with a limited number of residents selected on a first-come, first-served basis. Earlier program information described registration for the first 50 residents at each participating center, followed by pickup the following week.

How to Ask About Produce Distribution

  1. Call Bayland at 713-274-3240 before traveling.
  2. Ask whether the Common Market program is currently accepting registrations.
  3. Confirm the next registration Thursday and distribution date.
  4. Ask whether identification, household information or residency verification is needed.
  5. Follow staff instructions for the pickup location and time.

The County reported program funding extending through December 2026. That does not guarantee boxes will be available on every visit or that the service continues unchanged after that date.

Bayland Community Center Rental Fees & Reservation Rules

Harris County Precinct 4 allows eligible individuals, civic organizations, nonprofits and businesses to request community-center spaces. Room size, intended use and renter classification determine the fee.

Who Can Request a Room?

  • Individual: Generally must be at least 21, provide valid photo ID, be eligible under county residency rules and be in good standing with Precinct 4.
  • Harris County residents: Eligible individuals may apply under the regular residency rule.
  • Surrounding-county residents: Residents of Fort Bend, Waller, Montgomery, Liberty, Chambers, Galveston and Brazoria counties can request special approval.
  • Civic / nonprofit groups: Must meet the County’s eligibility rules. Formal nonprofit organizations may need proof of status and an EIN.
  • For-profit organizations: Must meet Texas business and identification requirements.

Booking Window & Payment

Precinct 4 states that reservation requests may be submitted 7–45 days before the desired date. Requests are considered first-come, first-served and are subject to other county activities.

If a fee applies, the payment is due online within five business days of submitting the application. Missing payments or required waivers can lead to cancellation.

Security for Large Events

Events expecting 100 or more attendees require security. The policy specifies at least two uniformed deputies per 100 people. Staffing and charges depend on the approved event.

The published security examples start at approximately $40–$50 per deputy per hour, with a minimum four-hour assignment. The actual cost must be confirmed by authorized county personnel.

Alcohol and decorations: Alcohol is prohibited inside the community center and parking area without express written permission. No smoking is permitted. Candles, open flames, nails, staples, tape and temporary adhesive strips are restricted under the center policy.

For room selection, compare the County’s actual rates with our community center rental planning and cost guide, which explains deposits, guest capacity, security, setup time and common booking mistakes.

Bayland Park Pavilion & Sports Reservations

Park reservations are administered under a separate county park policy. Do not assume that renting an outdoor pavilion uses the same pricing as a community-center room.

For park rentals, reservations are generally accepted 7–45 days ahead, subject to availability. Outdoor event rules cover alcohol, grilling, glass containers, equipment and cleanup.
