Find the Right LACC Service Before You Visit

Latin American Community Center (LACC), often called The Latin Center, is a bilingual nonprofit in Wilmington’s Hilltop neighborhood. It is not a typical gym or drop-in recreation center. Visitors usually come for a specific service such as child care, food help, immigration assistance, English or citizenship classes, youth programs, job support, senior services, financial coaching, or family case management.

Best first step: call the main number and name the exact help you need. Several LACC programs require an appointment, intake form, eligibility check, or specific program location, so the general front-desk hours do not guarantee same-day service.

LACC specifically says it does not assist with employment-based visa petitions.

Call first and describe your immigration matter before paying or gathering documents so staff can confirm whether the program handles your case.

Adult Education: ESL, Digital Literacy & Citizenship

LACC’s current services directory lists three Adult Education paths: English as a Second Language (ESL), Adult Digital Literacy, and Civics/Citizenship classes. The citizenship program includes preparation for the U.S. history/civics test, interview guidance, English or Spanish test preparation where applicable, and N-400 review.

The detailed ESL page contains older virtual-class language, so do not assume an old online timetable is still the current 2026 schedule. Contact Adult Education at 302-494-9545 or the main desk at 302-655-7338 to confirm the next intake, class format and schedule.

Citizenship class eligibility listed by LACC: participants must be 18+, have lawful permanent resident status, and have access to a smartphone, laptop or tablet. LACC says people who need English support can also ask about ESL classes.

Families comparing nonprofit centers with food, youth, senior and economic-stability services may also find our All Peoples Community Center programs guide useful.

Health, Prevention & Advocacy Services

LACC’s Prevention and Advocacy programs include ConeXiones, Healthy Homes, substance-use prevention and HIV Early Intervention. The HIV program describes free and confidential HIV testing, results in about 20 minutes, free condoms and referrals to PrEP.

Because testing and prevention services can use appointment-based intake or program-specific staff, call the main number before traveling. If you need urgent medical care, use an appropriate medical provider or emergency service rather than relying on a community-center visit.
